　　以下為演講全文：The following is the translated version of the full text of his speech:尊敬的各位嘉賓，女士們，先生們，朋友們：Dear Guests, Ladies and Gentlemen, Dear Friends,很高興在春和日麗的季節(jié)，和來(lái)自52個(gè)國(guó)家的朋友們會(huì)聚在中國(guó)美麗的海南島，一起出席博鰲亞洲論壇年會(huì)。在此，我代表中國(guó)政府，對(duì)年會(huì)的召開表示熱烈的祝賀！對(duì)遠(yuǎn)道而來(lái)的嘉賓表示誠(chéng)摯的歡迎！

　　In the lovely spring, I am delighted to meet with friends from 52 countries and regions at the Boao Forum for Asia Annual Conference 2023 in the beautiful island of Hainan. On behalf of the Chinese government, I wish to extend warm congratulations on the opening of the annual conference and a hearty welcome to all forum participants.

　　博鰲亞洲論壇已舉辦十二屆，成為聚焦亞洲、放眼世界的一個(gè)重要平臺(tái)。水美魚豐，這是博鰲的特征，也是論壇碩果累累的象征。出席本屆論壇的有亞洲和非洲多位政府首腦，也有眾多的商界領(lǐng)袖和智庫(kù)、傳媒界的杰出人士，老友新朋匯聚一堂，大家都為亞洲與世界的發(fā)展大計(jì)而來(lái)。思想越辯越新，朋友也就會(huì)越交越真。希望各位暢所欲言，發(fā)表真知灼見。

　　The Boao Forum for Asia has entered its 12th year, and it has become an important platform with an Asian focus and a global vision. Boao, the site of the Forum, means enchanting water and abundant fish in Chinese, and I think it is a symbol of the Forums fruitful achievements. Attending this years annual conference are many heads of government from Asia and Africa, and a great number of business leaders, and think tank and media representatives. Friends, both old and new, are meeting here to discuss ways to boost development of both Asia and the world. Exchange of views will create new vision, and more interactions bring friends closer. I hope that you will be fully engaged in forum discussions, and I look forward to benefiting from your insights.

　　當(dāng)今世界正處于深刻變化之中。國(guó)際格局面臨新的調(diào)整，影響全球與地區(qū)局勢(shì)的不確定不穩(wěn)定因素增多，熱點(diǎn)問(wèn)題此起彼伏，多極化進(jìn)程在曲折中發(fā)展。世界經(jīng)濟(jì)深度調(diào)整，發(fā)達(dá)經(jīng)濟(jì)體有好轉(zhuǎn)趨勢(shì)，新興經(jīng)濟(jì)體又遇到新的挑戰(zhàn)，不同國(guó)家經(jīng)濟(jì)走勢(shì)分化，全球復(fù)蘇進(jìn)程緩慢艱難，增長(zhǎng)動(dòng)力依然不足，實(shí)現(xiàn)經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)任重道遠(yuǎn)。

　　Our world today is undergoing profound changes. The international architecture faces new adjustment. Uncertainties and destabilizing factors affecting the global and regional environment are increasing. Hotspot issues emerge from time to time. The world is moving towards multi-polarity amidst twists and turns. The global economy is in profound adjustment. Developed economies have seen new changes, while emerging economies have encountered new challenges, and many countries are on different economic trajectories. The global recovery has been a slow and difficult process and growth remains lackluster. To achieve strong, sustainable and balanced growth is still a daunting challenge facing all of us.

　　今天的亞洲正處在發(fā)展的關(guān)鍵時(shí)期。亞洲是全球最具活力的地區(qū)之一，經(jīng)濟(jì)規(guī)模占世界的1/3，人口有40多億，勞動(dòng)力供給充足，后發(fā)優(yōu)勢(shì)明顯，發(fā)展?jié)摿h(yuǎn)未釋放。同時(shí)，亞洲大多是發(fā)展中國(guó)家，人均GDP不高，地區(qū)發(fā)展水平很不平衡，還有7億多人生活在國(guó)際貧困線以下，發(fā)展經(jīng)濟(jì)、改善民生的任務(wù)依然艱巨。

　　Asia is at a crucial stage of development. Asia is one of the most dynamic regions in the world. It boasts one third of the global GDP, over 4 billion people and ample supply of labor force. It enjoys distinct advantages as a late comer and has tremendous untapped development potential. That said, most Asian countries are developing nations, with low per capita GDP and uneven regional development. Over 700 million people in Asia still live below the international poverty line. Asia is faced with the huge challenge of growing the economy and improving peoples livelihood.

　　亞洲各國(guó)既面臨老問(wèn)題，也有不少新煩惱。解決亞洲的問(wèn)題，歸根結(jié)底，還是要靠發(fā)展。發(fā)展改變世界，發(fā)展創(chuàng)造未來(lái)。發(fā)展仍然是亞洲國(guó)家的第一要?jiǎng)?wù)。

　　[en]And Asian countries have to address both old problems and new ones. Ultimately, the key to solving Asias problems lies in development. It is development that will change the world and shape the future. Development therefore remains the top priority of Asian countries.[/en]新形勢(shì)下，亞洲保持發(fā)展勢(shì)頭需要源頭活水，最重要的是發(fā)掘新的動(dòng)力。本屆年會(huì)以亞洲的新未來(lái)：尋找和釋放新的發(fā)展動(dòng)力為主題，很有現(xiàn)實(shí)針對(duì)性，這對(duì)亞洲乃至全球都具有深遠(yuǎn)意義。

　　To sustain its development momentum under the new conditions, Asia needs to find a dynamic source of development to re-energize itself. The theme of the annual conference: Asias New Future: Identifying New Growth Drivers cannot be more relevant and is crucial to Asia and the world.

　　在此，我愿提出幾點(diǎn)看法，與大家交流。

　　Here, I wish to share with you my views as follows:第一，堅(jiān)持共同發(fā)展的大方向，結(jié)成亞洲利益共同體。在經(jīng)濟(jì)全球化背景下，亞洲各國(guó)的發(fā)展，不可能獨(dú)善其身，更不是你輸我贏的零和博弈，而是你中有我、我中有你的互利合作，能產(chǎn)生一加一大于二的效應(yīng)，甚至是二加二大于四的乘數(shù)效應(yīng)。

　　First, we should stick to the overarching goal of common development and build an Asian community of shared interests. In the age of economic globalization, no Asian countries can achieve development in isolation from each other, still less can they pursue development as a zero-sum game. Rather, with our interests closely entwined, we the Asian countries need to seek mutually beneficial cooperation where one plus one can make more than two and even produces a multiplying effect in which two plus two makes more than four.

　　時(shí)至今日，國(guó)際金融危機(jī)的影響還沒有過(guò)去，發(fā)達(dá)國(guó)家宏觀政策調(diào)整又增加了發(fā)展環(huán)境的復(fù)雜性，部分亞洲國(guó)家經(jīng)濟(jì)增速下滑、通脹上升，甚至出現(xiàn)資本外流、貨幣貶值現(xiàn)象，國(guó)際上唱衰新興經(jīng)濟(jì)體的聲音再起。

　　The impact of the international financial crisis still affects us. Macro-policy adjustments made by developed countries have added uncertainty to the environment for development. Some Asian countries have experienced economic slowdown, rising inflation, and even capital flight and currency depreciation. Pessimistic views about the prospects of emerging economies have resurfaced.

　　面對(duì)這些新情況、新問(wèn)題，亞洲國(guó)家要繼續(xù)同舟共濟(jì)、共克時(shí)艱，把經(jīng)濟(jì)的互補(bǔ)性轉(zhuǎn)化為發(fā)展的互助力，不斷擴(kuò)大利益交匯點(diǎn)，實(shí)現(xiàn)互惠共存、互利共贏。

　　Faced with these new developments and new problems, we countries in Asia should continue to act in the spirit of solidarity in face of difficulties, turn our strong economic complementarity into mutual support for each others development, expand convergence of interests and achieve mutually beneficial coexistence and win-win development.

　　過(guò)去十多年，亞洲區(qū)域內(nèi)貿(mào)易規(guī)模從1 萬(wàn)億美元擴(kuò)大到3萬(wàn)億美元，占區(qū)內(nèi)各國(guó)貿(mào)易總量的比例從30%上升到50%，但如與歐盟相比還有很大差距。區(qū)域經(jīng)濟(jì)一體化是地區(qū)各國(guó)的共同利益所在，我們應(yīng)齊心協(xié)力促進(jìn)貿(mào)易自由化和投資便利化，提升區(qū)域和次區(qū)域合作水平。

　　In the past decade and more, intra-regional trade in Asia has expanded from US$1 trillion to US$3 trillion, and its share of total trade of all Asian countries increased from 30% to 50%. Yet this is still far less than that in the EU. Regional economic integration meets the interests of all Asian countries. We need to work in unison to promote trade liberalization and investment facilitation, and upgrade regional and sub-regional cooperation.

　　區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定（RCEP）是東亞地區(qū)參與成員最多、規(guī)模最大的貿(mào)易協(xié)定談判，是對(duì)既有成熟自貿(mào)區(qū)的整合。RCEP具有較強(qiáng)的包容性，符合亞洲產(chǎn)業(yè)結(jié)構(gòu)、經(jīng)濟(jì)模式和社會(huì)傳統(tǒng)實(shí)際，采取循序漸進(jìn)方式，兼顧成員國(guó)不同發(fā)展水平，不排斥其他區(qū)域貿(mào)易安排。

　　The negotiation on the Regional Comprehensive Economic Partnership (RCEP) is the largest trade agreement negotiation with the most extensive participation in East Asia, and the RCEP is integration of existing mature free trade areas. Being highly inclusive and based on Asias industrial structure, economic model and social tradition, the RCEP is a phased-in arrangement that accommodates member countries at different levels of development, and it does not exclude other regional trading arrangements.

　　中方愿與各方一道，積極推動(dòng)談判進(jìn)程。與此同時(shí)，可考慮啟動(dòng)亞太自貿(mào)區(qū)（FTAAP）的可行性研究，以實(shí)現(xiàn)亞太地區(qū)貿(mào)易投資利益最大化。

　　China will work with all other parties to accelerate the negotiating process. At the same time, the launching of a feasibility study on a Free Trade Area of the Asia-Pacific (FTAAP) may be considered to maximize the benefits of trade and investment in the Asia-Pacific.
